Above ground tanks and containers with the capacity to store 55 gallons or more of petroleum are subject to the Aboveground Petroleum Storage Act and all tank facilities are required to prepare and implement a Federal Spill Prevention, Control, and Countermeasure (SPCC) Plan. 

The Office of Petroleum and Natural Gas Administration and Safety oversees petroleum activities and compliance for the city of Los Angeles as part of the Department of Public Works. The current Petroleum Administrator is Erica Blyther.
