PITTSBURGH STORAGE TANK GOVERNANCE
The Pennsylvania Department of Environmental Protection oversees the state’s Storage Tank Program, which was put into place in 1989 through the Storage Tank and Spill Prevention Act. Per the Department of Environmental Protection website:
Specific program responsibilities include the following: tank registration and payment of an annual registration fee, certification of tank handling and inspection individuals and companies, permitting of tanks, establishment of technical and operational standards for aboveground storage tank systems, and procedures for reporting of releases and corrective action by tank owners.
It also oversees the Storage Tank Cleanup Program, which is responsible for:
developing and maintaining regulations, policies, technical guidance, and public outreach programs necessary to remediate releases from storage tanks in accordance with the Clean Streams Law, Storage Tank and Spill Prevention Act and the Land Recycling and Environmental Remediation Standards Act (Act 2).
