Fire Water Tank Inspection in the Bay Area

The Bay Area has one of the highest concentrations of fire water storage tanks in the country, driven by data centers in Santa Clara County, biotech campuses in South San Francisco and Emeryville, hospitals throughout the region, and industrial facilities that require dedicated fire protection water supplies. Each of those tanks is governed by inspection requirements that overlap with but differ from petroleum AST inspection. When discussing how these codes overlap with NFPA 25, standards like API 653 and API 510 provide essential context.

NFPA 25 Inspection, Testing, and Maintenance

NFPA 25 is the National Fire Protection Association standard for inspection, testing, and maintenance of water-based fire protection systems. It governs the inspection frequency and scope for fire water storage tanks, fire pumps, sprinkler systems, and standpipes. For fire water storage tanks specifically, NFPA 25 requires:

• Monthly visual inspections of tank exterior, supports, and surroundings

D102 coating selection matters because fire water tanks face conditions petroleum tanks do not: extended water immersion, biological growth potential, freeze-thaw cycling in some areas, and the requirement that the lining not contaminate water that may eventually reach potable systems. NSF/ANSI 61 compliance is required for many fire water linings.

Fire Water FAQ

How often does a fire water tank need to be inspected in California?

NFPA 25 sets the baseline inspection frequency: monthly visual inspections, quarterly checks on water level and heating systems, annual full inspections, five-year internal inspections, and three-year exterior coating inspections. California fire authorities enforce NFPA 25 through local AHJs, and some jurisdictions impose additional requirements. Insurance carriers, particularly FM Global, may also require inspection frequencies above NFPA minimums.

What is the difference between an NFPA 25 inspection and an API 653 inspection?

NFPA 25 governs water-based fire protection systems including fire water storage tanks. API 653 governs general above-ground storage tanks holding petroleum, chemicals, water for industrial use, and similar products. A fire water tank can be inspected under both standards depending on context, but NFPA 25 is the primary code for tanks serving fire protection systems. The inspection scope, intervals, and reporting requirements differ between the two.

Does a fire water tank lining need to be NSF/ANSI 61 certified?

If the fire water system can ever connect to a potable water supply, including emergency cross-connections, the lining must be NSF/ANSI 61 certified for use with drinking water. Many Bay Area fire water systems are isolated from potable supply, but the certification adds margin and is often required by insurance carriers and local AHJs. What is required for seismic compliance on Bay Area fire water tanks?

California tanks in seismic zones 3 and 4 (which includes the entire Bay Area) must meet seismic design provisions, typically API 650 Appendix E for new tanks. Inspection programs evaluate anchor systems, base plate connections, foundation integrity, and shell stability. After any significant seismic event, fire water tanks should receive a post-event inspection to verify continued integrity before relying on them for fire protection.

Who is the AHJ for fire water tank inspection in San Francisco?

The San Francisco Fire Department is the primary AHJ for fire protection systems within the City and County of San Francisco. Outside the city, county-level fire authorities and city fire departments serve as AHJs.
